There is a cream that is used in Asian and Arab countries called "Fair and Lovely" that claims to lighten your skin. Alternatively, why not put some very subtle fake tanning cream on your neck and face, like summer glow, if you put it on every 3 days or so, it won't be too noticeable and will even out your skin tone. Or you could put a very light covering of powder or foundation on your neck, even though you're a guy it can still be subtle and unnoticeable. Not that I have heard of.
